Top-down or bottom-up to battle COVID-19?
Many pundits have speculated that authoritarian regimes have an edge in dealing with a pandemic like COVID-19. Around the world, however, a handful of smaller democratic governments have done well in combatting the virus and securing popular support. The Guardian highlighted two countries with thoughtful strategies in the Southern cone on June 25th.
